What are the approval procedures for patent agencies:
 
If a (I) applies for the establishment of a patent agency, it shall apply to the intellectual property office of the province, autonomous region or municipality directly under the Central Government where it is located. After examination, if the intellectual property office of a province, autonomous region or municipality directly under the Central Government considers that it meets the conditions stipulated in these measures, it shall, within 30 days from the date of receipt of the application, report to the State intellectual property Office for approval; if it considers that it does not meet the conditions stipulated in these measures, it shall notify the applicant in writing within 30 days from the date of receipt of the application.
The State Intellectual Property Office of the (II) shall, within 30 days from the date of receipt of the submitted materials, make a decision on approval of the application that meets the conditions stipulated in these Measures, notify the intellectual property office of the province, autonomous region or municipality directly under the Central Government that reported the application, and issue a patent agency registration certificate and agency code to the newly established institution; for the application that does not meet the conditions stipulated in these Measures, the intellectual property offices of the provinces, autonomous regions and municipalities directly under the Central Government shall be notified within 30 days from the date of receipt of the submitted materials to conduct a new examination.
