The premium is 1.8826 million yuan, 25 compensation cases have been closed, and the total amount of compensation cases paid is 1.0978 million yuan.                                 Introduce policies to carry out pilot projects

According to the relevant person in charge of the Guangdong Provincial Intellectual Property Office, in recent years, in order to promote the effective development of patent insurance pilot work, five pilot areas have issued policies and measures to guide the work. Guangzhou City launched the "Guangzhou Patent Enforcement Insurance Cooperation Agreement", Shenzhen City formulated the "Shenzhen Intellectual Property Office Patent Insurance Pilot Work Plan", Dongguan City formulated the "Dongguan City Patent Insurance Pilot Work Implementation Opinions" and "Dongguan City Patent Insurance Interim Measures for the Management of Subsidy Funds" "Dongguan City Implementation Measures for Promoting the Development of Science and Technology Finance", Zhongshan City issued the "Zhongshan City Patent Special Funds Use Measures", foshan Chancheng District has improved the "Foshan Chancheng District to promote the development of patent work support measures" and other documents.

In the specific work of the patent insurance pilot, each pilot area has carried out pilot work with different focuses in combination with the actual situation. Guangzhou has set up a platform for docking the needs of enterprises and insurance institutions, established a patent insurance product and related service system, and planned the pilot work of patent insurance from a high starting point. Shenzhen has built a patent insurance analysis and early warning platform to improve the patent insurance database. Dongguan has perfected the insurance service system and entrusted Dongguan Technology and Intellectual Property Service Center to undertake the examination of the conditions of patent insurance enterprises, the examination of the legal status of insured patents and risk analysis; zhongshan City makes full use of the means of science and technology insurance, adopts the risk sharing mode of the city, the town and the enterprise, reduces the cost of safeguarding the rights of science and technology enterprises, and helps the innovation and development of enterprises; Chancheng District of Foshan City increases the support of patent insurance, implements the principle of more insurance and more subsidies by the government, and actively explores the insurance design and evaluation measures of patent insurance products that are suitable for local reality and meet the various needs of enterprises.

In order to raise enterprises' awareness of the patent insurance pilot work, each pilot area also took advantage of the "April 26 World Intellectual Property Day" and conferences to publicize patent insurance pilot policies and related products. Guangzhou insists on paying equal attention to expert training and special lectures; Shenzhen held a patent insurance publicity docking meeting to collect the relevant needs of more than 200 enterprises; Dongguan held a patent insurance mobilization meeting to put forward clear requirements for patent insurance handling and acceptance; Zhongshan organized a series of special training courses on patent insurance; Chancheng District of Foshan City held training courses, forums and lectures to actively promote patent insurance work. In order to better promote the pilot work of patent insurance, in January 2016, the Guangdong Provincial Intellectual Property Office issued the ''Notice on the Comprehensive Implementation of the Pilot Work of Patent Insurance in the Pearl River Delta Region, ''requiring 9 cities above the prefecture level in the Pearl River Delta and Foshan City Shunde District and Chancheng District to carry out in-depth patent insurance pilot work.

Through the promotion of a series of policies and measures, the pilot work of patent insurance in Guangdong Province has achieved certain results. By the end of 2015, Guangzhou had a total of 39 insured enterprises, with 452 insured patents, with a premium amount of 206400 yuan and a maximum compensation amount of 6.4366 million yuan. In addition to "patent enforcement insurance", Guangzhou also took the lead in launching a "patent infringement insurance" pilot. At the same time, the Guangzhou Intellectual Property Office and PICC Guangzhou Branch signed the "Guangzhou Patent Enforcement Insurance Cooperation Agreement" to strengthen in-depth cooperation. At present, PICC Guangzhou Branch has made clear the pilot rate standard, and on the basis of the standard rate, it gives 30% discount to the insured enterprises.

Shenzhen has a total of 55 insured enterprises, with 214 insured patents, with a premium amount of 203500 yuan and a maximum compensation amount of 6.5625 million yuan. In the first 11 months of 2015, a total of 29 companies signed a patent insurance letter of intent with the patent insurance early warning analysis platform. As of the end of November 2015, four of the patent insurance pilot enterprises have applied for patent insurance, with a total reported loss insurance amount of more than 300000 yuan.

Dongguan has a total of 98 patent insurance enterprises, with 157 patents insured, with a total premium of 400000 yuan and a maximum compensation of 20 million yuan. PICC has accepted 6 insurance compensation cases, with a total compensation amount of 220000 yuan. At present, the city has established a working mechanism and organizational system for all aspects of enterprise insurance application, insurance company acceptance, legal aid, and insurance claims. Up to now, more than 300 technology-based enterprises intend to insure patent enforcement insurance, and more than 500 patents are intended to insure.

Zhongshan City took the lead in exploring the construction of a single industry patent insurance mechanism in the country. The city has a total of 20 insured enterprises, involving 219 patents, with a premium of 215500 yuan and a maximum compensation of 10.611 million yuan. In the pilot work, Zhongshan City adopted a three-party risk-sharing model of the city, town, and enterprise at a ratio of 3:3:4 to reduce the burden on enterprises and improve the protection and application of corporate intellectual property rights.

Among the five pilot areas, Chancheng District of Foshan City ranks among the best in various indicators, with 175 insured enterprises, 1211 insured patents, a premium of 857200 yuan and a maximum compensation of 26.139 million yuan. Chancheng District Intellectual Property Office and PICC Property Insurance Company jointly launched a patent insurance WeChat public platform to facilitate enterprise consultation and insurance. At the same time, it has also strengthened the work of patent protection assistance. Patentees can obtain patent insurance claims for patent protection through judicial litigation or administrative mediation. So far, 13 patent insurances from 7 enterprises have been claimed in the process of safeguarding their rights, paying 492900 yuan.
